A paper conveying device, an image forming apparatus and an assembling method are provided to obtain both a miniaturized paper conveying device and a miniaturized image forming apparatus. An enclosure(12) includes a first guiding unit having at least a part exposed to outside. A different paper conveying device(98) is attached to the enclosure and includes a second guiding unit having at least a part exposed to outside. At least a part of a paper conveying passage includes the first guiding unit and the second guiding unit. The paper conveying device and the image forming apparatus are miniaturized by constructing the paper conveying passage when the different paper conveying device is attached to the enclosure.
