Provided are incombustible composition excellent in strength, water resistance and processability by using waste materials, and constructional interior products using the composition by hot-pressing. The incombustible composition for dry press-forming comprises the components of: 1-80wt.% of organic fiber such as crushed paper and wood, waste fiber or rice hull, or inorganic fiber such as glass wool or ceramic wool; 1-80wt.% of fly ash or bottom ash; 1-80wt.% of flame retardant such as CaCO3 or NaHCO3. The incombustible composition for dry and wet press-forming comprises 1-80wt.% of organic fiber or inorganic fibers, 1-80wt.% of fly ash or bottom ash, 1-80wt.% of flame retardant and 1-30wt.% of incombustible resin for hardening and 1-60wt.% of incombustible hardener. The compositions optionally contain 1-50wt.% of weight-lightening material such as perlite, vermiculite or rock wool waste, 1-10wt.% of additive selected from hardening promoter(MgO, gypsum plaster), surfactant, coloring material(TiO2), and 1-60wt.% of water. The incombustible products are manufactured by the following steps of: mixing fly ash(or bottom ash) and flame retardant; spraying hardening agent to the mixture, adding organic(or inorganic) fiber, and optionally adding incombustible hardener and water; extruding mixed materials, drying and grinding dried mixtures to an effective size; adding incombustible resin and flame retardant to the ground materials; hot-pressing mixtures at 60-200deg.C and 500-3000ton for 1-60min to manufacture construction products such as plate and/or square bar and board, wherein the weight-lightening material is optionally added in pressing, wherein glass fiber mesh is used as a reinforcing material for plates, and aluminum, steel, acryl or wood is used as a reinforcing material for square bars.
