Provided is a process for manufacturing a catalyst supported by stainless steel having excellent catalytic activity, working ability, impact-resistance and recycling ability employing alumina carrier for metals having catalytic activity. The process comprises steps of: oxidizing stainless steel under air at high temperature of 500 to 900 deg.C; treating the oxidized stainless steel with aqueous aluminum nitrate solution; burning the treated stainless steel at 500 to 700 deg.C to form alumina catalyst carrier on the stainless steel; and carrying catalyst active metal in tge aluminum catalyst carrier. The catalyst active metal is selected from a group consisting of platinum, palladium, vanadium, copper, zinc, manganese, rhodium, gold and silver.
