To provide a rail manufacturing apparatus which improves processing efficiency of cold rolling treatment, reduces manufacturing cost of rail and is constructed in a compact structure, a method for manufacturing rail by the apparatus, and a rail manufactured by the apparatus. An apparatus for manufacturing rail comprises: a plurality of upper and lower compression rollers(21,22) which are installed at upper and lower parts of a frame such that the upper and lower compression rollers are rotated around the horizontal rotation center, and which are formed in individual shapes corresponding to respective forming processes in upper and lower parts of a material being formed; a plurality of left and right compression rollers which are installed at left and right sides of the frame such that the left and right compression rollers are rotated around the vertical rotation center, and which are disposed between the respective upper and lower compression rollers and formed in individual shapes corresponding to respective forming processes at left and right sides of the material being formed; compression distance adjusting parts(40) installed on the respective upper and lower compression rollers and the respective left and right compression rollers to individually adjust a compression gap between the respective upper and lower compression rollers and a compression gap between the left and right compression rollers; and a welding machine(60) disposed at the outlet side of the frame.
