A thermal insulating structure of piping and a thermal insulating tool kit are provided to facilitate repeated removal and attachment, to enable use in a clean room by reducing production of dust, to prevent a heating part from being overheated, and to enable stable temperature control. A thermal insulating structure(10) of piping(11) comprises piping; a thermal insulating unit layer(12) of a band shape wound on the outer periphery of the piping in the transverse; and a support cover layer(14) covering the thermal insulating unit layer from the outside as a pipe body of a C-shaped section having an opening of a slip shape all over the overall length of a pipe shaft direction of the pipe body. In the thermal insulating unit layer, at least at thermal insulating material layer is coated with a heat-resisting resin film.
