A method of making tea powder by soaking raw material containing leafy vegetables, cereals, mushrooms, roots or seaweeds in a solution containing acetic acid, citric acid, salt and water, drying and grinding is provided. By the method, tea powder as well as tea granules having its original flavor is prepared. The tea powder is prepared by the steps of; soaking raw material in a solution containing 0.2 to 0.5% by weight of acetic acid, 0.2 to 0.5% by weight of citric acid and 0.1 to 0.4% by weight of salt based on the weight of water; drying the soaked raw material in a low temperature vacuum drier to a moisture of 18 to 22%; spraying 0.3 to 0.5% by weight of alcohol having 14 to 20 degrees of alcoholic content; drying to a moisture content of 50% or less; crushing to 100 to 300meshes; spraying alcohol and rolling at 70 to 100deg.C while rotating at 40 to 50rpm; and finely grinding. The raw material contains leafy vegetables such as bamboo leaves, green tea leaves, persimmon leaves, pine needles, gingko leaves, spinach, leeks or mulberry leaves, cereals such as buckwheat, rice, barley or unpolished rice, mushrooms such as Tricholoma matsutake, Agaricus bisporus or Phellinus linteus, roots such as Polygonatum odoratum, lotus root or Pueraria lobata, or seaweeds such as kelp, laver, green laver or brown algae.
