A camera function controlling system device of a camera phone and a method thereof are provided to store photographing limitation area information by a base station, and to transmit a camera operation forbidding signal when the camera phone is in a photographing limitation area, thereby preventing invasion of privacy as well as leaking confidential information. A mobile communication terminal(10) consists of a GPS receiver(20) and a camera. The mobile communication terminal(10) continuously receives current location information from the GPS receiver(20), and transmits the current location information to a base station(30). The base station(30) consists of a photographing limitation area information DB(32) and a control unit(34). Photographing limitation area information is registered/managed in the photographing limitation area information DB(32). The control unit(34) decides whether the mobile communication terminal(10) is in a photographing limitation area, and controls a camera function of the mobile communication terminal(10) according to a decided result.
