PROBLEM TO BE SOLVED: To provide a monitoring system which sends a notification to a previously set notification destination when a terminal fails in starting monitoring operations. SOLUTION: An information communication means 17 of a central processing unit 10 transmits a monitoring operation start signal to the terminal, and the terminal transmits a response signal to the monitoring operation start signal. Thus, a central processing unit 10 determines whether the terminal could start the monitoring operation and notifies the notification destination previously set by an operation section 20 of the terminal failed in starting the monitoring operation.
