PROBLEM TO BE SOLVED: To provide methods for constructing a final disposal site for general and industrial refuse and burying the refuse, and to resolve problems wherein a long period is necessary in order to prevent environmental deterioration of the disposal site and surrounding area of the site involved in a conventional site and to stabilize the refuse, agreement with the local residents is becoming difficult caused by such circumstances, and high cost required to a covered type disposal site. SOLUTION: Side walls are constructed by continuous underground walls by an earth retaining method by H-steel master pile horizontal sheet piles, underground beams of reinforced concrete are constructed allover top ends of the side walls, and a building is constructed using them as footing to construct the covered type (managed type)final disposal site dedicated for the inorganic refuse. In the final disposal site, the inorganic refuse is kneaded with cement at a certain ratio by a soil improving machine, subjected to compaction to reclaim land, and to construct lightweight concrete layers using refuse in the disposal site.
