PROBLEM TO BE SOLVED: To provide a communication control system and a communication control method in which transmission of a connection request with a destination communication terminal to a communication network is reduced when communication with the destination communication terminal is impossible. SOLUTION: The communication control system comprises a reservation processing section 101 for acquiring reservation information consisting of information for specifying at least a destination communication terminal and connection conditions with the destination communication terminal from a source communication terminal, a service start condition judging section 105 for judging variation of the destination communication terminal into a state conforming to the connection conditions based on the reservation information, and a call control section 301 and a connection coupling section 303 for setting a communication path by calling the source communication terminal and the destination communication terminal when the destination communication terminal is judged to have changed into a state conforming to the connection conditions.
