<p><P>PROBLEM TO BE SOLVED: To provide a system and a method for managing the browsing of petition information allowing easy browsing petitions and consultations while realizing high security, and also to provide a petition information browsing terminal. <P>SOLUTION: The electronic document data of petition information authored are stored in an SD card 32 (storage media) and delivered to an assembly member 1. The member 1 goes out with the SD card 32 inserted in a browsing terminal 18. The browsing terminal 18 has a control part 33, a liquid crystal display part 34 and an input part 35. The electronic data authored (converted to electronic books) from the SD card 32 are decrypted, read and displayed on a screen.
