PROBLEM TO BE SOLVED: To provide an air bag device capable of demonstrating the required minimum occupant restraint force even in an initial inflation state of an air bag. SOLUTION: An air bag 32 comprises an inner air bag 41 which is formed of a highly expandable material and supplied with gas from an inflator 31, and an outer air bag 42 which is formed of a less expandable material, covers the periphery of the inner air bag 41, and is pressed by the inflating inner air bag 41 and inflated. When the inflator 31 generates gas when a vehicle is collided, the inner air bag 41 formed of the highly expandable material is immediately inflated to keep the internal pressure, and the required minimum occupant restraint force can be demonstrated in the initial inflation state of the air bag 32. Thereafter, the outer air bag 42 is pressed by the further inflating inner air bag 41 and completely inflated, and the air bag 32 can demonstrate the maximum occupant restraint force.
