PROBLEM TO BE SOLVED: To provide a game medium dispenser preventing an occurrence of a problem in putout processing beforehand caused by the dispensing of game media by the putout processing in a simple method, and a game device. SOLUTION: This game medium dispenser requests the putout processing of the game media to a slot machine within a range of valuable values possessed by putout media, and makes the slot machine to put out the game media. This dispenser is characterized in, when the number of internally putout balls of the slot machine which is updated by the putout processing exceeds the upper limit of the storage, making the request of the putout processing impossible.
