PROBLEM TO BE SOLVED: To provide a data processor and a data recording and reproducing device where data writing processing can be started again precisely from the position of interruption after data writing processing to a recording medium is interrupted. SOLUTION: In the case of interrupting writing, prescribed information which indicates the end of written data before the interruption is obtained from the written data. In the case of restarting writing, data reading processing is started first to specify the end of the written data before the interruption from read data based on the obtained information. Next, data writing processing is restarted consecutively after the end of the specified written data. Since a writing clock signal generation part 45 generates a writing clock signal CK 3 obtained by synchronizing a phase with a reading clock signal CK2, discontinuity of writing connection accompanying shifting from the reading processing to the writing processing is suppressed.
