PROBLEM TO BE SOLVED: To provide a packet priority control apparatus capable of attaining highly efficient packet transmission while satisfying requirements for a packet transmission delay.

SOLUTION: The task above is attained by the packet priority control apparatus for applying priority control to received packets characterized by including: a packet priority setting means for hierarchically setting the priority to the received packets by using one or more factors; and a wireless resource determination means for determining a packet to which a wireless resource is assigned according to the set priority.
