PROBLEM TO BE SOLVED: To provide a thin film phosphor substrate in which light emitted from the thin film phosphor substrate is prevented from being released from the end face of a transparent substrate and the light can be taken out from the front of the substrate so as to improve light emitting luminance and to provide the thin film phosphor substrate. SOLUTION: The thin film phosphor substrate has a four-layer structure having a transparent substrate, a conductive film, a phosphor thin film and a low-refractive index film, and the refractive index of the low-refractive index film is≤1.5 and film thickness of the phosphor thin film is≤1μm.
