PROBLEM TO BE SOLVED: To reduce the danger and labor for replacing a cutting blade with a perforating blade. SOLUTION: In this cutter with the perforating blade, a cutting blade 12a and a perforating blade 13a are fitted to one rotary driving shaft 6a of two rotary driving shafts 6a, 6b juxtaposed to be energized to approach each other by springs 15a, 15b, and a lower blade 12b of the cutting blade 12a and the lower blade 13b of the perforating blade 13a are fitted back to back to the other rotary driving shaft 6b. The cutter is provided with a switching operation mechanism 2 having stoppers 2e, 2f positioned between the cutting blade 12a and the perforating blade 13a, and one of the cutting blade 12a and the perforating blade 13a is abutted on the lower blade thereof 12b, 13b by the moving operation of the switching operation mechanism 2 along the guide shafts 2c, 2d.
