PROBLEM TO BE SOLVED: To make it possible to secure the convenience of a user, and to improve security performance for significant data. SOLUTION: This access controller is provided with an arithmetic means for preliminarily ranking data preserved in a server 3 corresponding to its significance, and for calculating a predetermined arithmetic value by calculating a significance rank value 45 of each accessed data and a browsing time and an identifying means for re-identifying a user when the calculated value exceeds a preliminarily decided predetermined value.
