PROBLEM TO BE SOLVED: To provide a node device in which control information can be exchanged with a link layer even if a control interface peculiar to the respective link layers is not installed in a high-order layer protocol. SOLUTION: The device is provided with a plurality of link layers and a plurality of high-order layers positioned in a higher order than the link layers, and control information is exchanged among respective hierarchies. The device is also provided with a control information managing table storage means storing information showing with which high-order layer control information exchanged with the high-order layer is to be exchanged in a managing table, a high-order layer judging means judging the high-order layer where control information is to be exchanged with the link layer by referring to the managing table when a notice of control information is received from the link layer and a control information notification means notifying the high-order layer judged by the high-order layer judging means of control information.
