PROBLEM TO BE SOLVED: To further improve data transmission efficiency between an external device and a memory. SOLUTION: Data transmission efficiency to the memory 80 can be improved drastically without wastefully consuming a memory band as compared with a case, where the memory band is allocated fixedly, by providing the memory 80 used for temporarily accumulating data that are inputted and outputted to and from the external device connected via an input/output port for outputting, and an I/O buffer 2 for dynamically allocating the memory band only to the external device that has requested data transmission, when receiving a data transmission request from the external device to the memory 80.
