PROBLEM TO BE SOLVED: To provide a charging control system which conducts a cell balance operation without heating or energy loss of a bypass circuit and at a low cost. SOLUTION: The charging control system charges a capacitor 11 by turning ON any one of switches 7-1 to 7-4, connected to a single cell to be conducted at a voltage measuring time by a microcomputer 6, and allows to measure the voltage of the single cell to be measured by the microcomputer 6, by turning ON the switch 9 to connect the capacitor 11 with the microcomputer 6. At the charging time, a switch 8 is turned ON, the switch connected to the single cell to be charged of the switches 7-1 to 7-4 is controlled to be turned ON, and each single cell is charged to a constant voltage, by switching the same charging power supply 12.
