PROBLEM TO BE SOLVED: To provide a softening agent composition improved in absorbability of a silicone-based compound to a fiber and having high softening effect. SOLUTION: The softening agent composition comprises a polyglycerol-modified silicone and preferably further comprises at least one kind of substance selected from a compound having at least one group selected from an amino group and a quaternary ammonium group, at least one group selected from 8-36C saturated and unsaturated hydrocarbon groups in the molecule and a nonionic surfactant.
