<p><P>PROBLEM TO BE SOLVED: To provide fluid circulation type power generation facility and device capable of solving problems in conventional power generation systems including hydraulic power generation, thermal power generation, nuclear power generation or the like wherein nature is destroyed, the earth resources are consumed, there are danger of radioactivity and global warming, and the environment on the earth is adversely affected and obtaining permanent electric power. <P>SOLUTION: A moving body is provided inside a tank, and fluid in the tank is circulated between an upper part and a lower part of the moving body by utilizing gravity of nature, hydraulic pressure, and buoyancy to move the moving body vertically. A bottom part and the upper part are mutually connected by a transfer pipe to circulate fluid, and fluid in the tank is circulated between the upper part and the lower part of the moving body through the transfer pipe by gravity, hydraulic pressure, and buoyancy by opening or closing an opening and closing valve provided in the moving body and a valve provided in the transfer pipe. A connection bar interlocking with the moving body provided in the tank is attached.
