PROBLEM TO BE SOLVED: To provide an improper access detection device, an improper access detection method, and a management terminal for effectively reducing the erroneous detection and failures in detection of unknown improper access while reducing manager's labor for judgement. SOLUTION: An unknown improper access determination part 120 determines access data which is judged to be somewhat abnormal in comparison with a threshold and belongs to the vicinity of a preliminarily determined threshold on the outside of the threshold as possibly erroneously detected data and delivers this access data to an erroneous detection compensation management part 152. The determination part 120 determines access data which is judged to be somewhat normal in comparison with the threshold and belongs to vicinity of a predetermined threshold within the threshold, as data possibly undetected and delivers this access data to a detection failure compensation management part 153. The detection failure compensation part 153 stores the access data in a threshold vicinity access data storage part 160 and presents the access data to a management terminal 200.
