PROBLEM TO BE SOLVED: To provide an elastic rotor for fixing whose releasing property, fixing property and wear resistance are satisfactory and also which is excellent in durability with which it bears on use of long term without generating a surface crack when in use and moreover which has a strong scratch proofing property and its manufacturing method and an image forming apparatus having the same. SOLUTION: In the fixing elastic rotor 10 having a substrate 1, an elastic layer 2 which is provided on the surface of the substrate 1 and comprised of silicone rubber, and a release layer 3 which is provided on the surface of the elastic layer 2 and which is constituted of resin of a mold-releasability containing photocatalytic material, this elastic body for fixing is characterized in that the release layer 3 is irradiated with ultraviolet rays of a low pressure mercury lamp under ozone atmosphere. The resin of the mold-releasability is preferably made to be resin selected from fluorinated resin, fluorinated rubber and silicone rubber.
