PROBLEM TO BE SOLVED: To provide a pressing device and a pressing method capable of reliably protecting a worker, and reducing the number of part items and the cost. SOLUTION: A sheet-like member is placed on a lower die 3, and a lid 5 is closed. An upper die 2 and the lower die 3 face each other so as to sandwich the sheet-like member, and an air cylinder 7 is operated. By allowing an inclined surface of a working part 6a to push a rotating roller 12 upward against the energizing force by a compression spring 13, a locking member 11 is rotated in the direction that a locking claw 11a is brought close to a locked part 5a, the locking claw 11a locks the locked part 5a to prevent the lid 5 from being opened while keeping a closed condition. The upper die 2 and the lower die 3 are pressed against each other with the sheet-like member therebetween, and the sheet-like member is punched to a predetermined shape to manufacture a punched product. When the upper die and the lower die are changed, fixing tools Ma and Mb are detached, and the upper die 2 and the lower die 3 are respectively detached from the lid 5 and an installation table 6.
