PROBLEM TO BE SOLVED: To obtain image quality and compression efficiency suited to the data storage capacity of a storage device, and moreover to realize quick compression processing. SOLUTION: An image processing apparatus is formed by providing a pretreatment means 2 for periodically thinning out region units constituting image data to be a processing object with respect to the image data, a compression means 3 for compressing the image data thinned out by the pretreatment means 2, a control means 4 for storing the compressed data obtained by the compression means 3 in a storage device 1 and taking out the compressed data stored in the storage device 1 from the storage device 1, a decompression means 5 for decompressing the compressed data taken out from the storage device 1 by the control means 4 and obtaining decompressed data, and a post-treatment means 6 for performing complement of region units thinned out periodically by the pretreatment means 2 with respect to the decompressed data obtained by the decompression means 5.
