PROBLEM TO BE SOLVED: To provide a stator of a rotating machine, capable of reducing a leakage current without dropping a partial discharge starting voltage in a slot insulation and without reducing process deterioration withstanding performance. SOLUTION: The stator of a rotating machine has: a stator core formed by laminating thin steel plates; a plurality of slots which extend in the axial direction of the stator core; the slot insulation formed by inserting an electrical insulating sheet made of an electrical insulating material into the inside surface of the slots; and stator coils on which electrical wire is wound multiple times and that are mounted protrusively from both ends parts of the stator core passing in the slot insulation.
