PROBLEM TO BE SOLVED: To provide an emergency telephone calling apparatus, utilizing a cable modem and a method thereof which enables, when an emergency telephone number is called from a user telephone device by connecting a PSTN back-up line to a cable modem in an emergency, to transmit the emergency telephone calling signal to the PSTN through the PSTN back-up line connected with the cable modem. SOLUTION: A cable modem 20 comprises a storage means 23 for storing a number of emergency telephone number information; a control means 22 which produces control signals for generating a digit equivalent to an emergency telephone number depending on the category of a telephone 11, if the telephone number information equivalent to the first digit corresponds to at least one of emergency telephone numbers among a number of telephone numbers stored in the storage means 23, when the first digit of a telephone number is produced from a connected user telephone 11; and signal transmission means 24, 25 / 27, 28 which produce the second digit equivalent to the emergency telephone number, based on the control signals, and transmits it to the PSTN through the PSTN back-up line connected to the cable modem.
