PROBLEM TO BE SOLVED: To provide a MIMO radio signal transmitter which sets (SNR<SB>j</SB>)<SB>AVR</SB>constant in MIMO transmission by controlling transmission power on the basis of a value of ¾W<SB>j</SB>(n<SB>1</SB>, n<SB>2</SB>, ... n<SB>M</SB>;H)¾<SP>2</SP><SB>AVR</SB>. SOLUTION: A MIMO radio signal transmitter which builds a MIMO channel by using a plurality of transmitting antennas and a plurality of receiving antennas is constituted so that noise power after demodulation processing W on the receiving side is calculated by using a transmission response matrix H, the demodulation processing W and thermal noise power on the receiving side, and the transmission power is controlled in proportion to the calculated noise power.
