PROBLEM TO BE SOLVED: To realize maintaining of stability of a system without generating hunting by preventing an extreme speed deceleration when an inertial load of rotating, etc. is driven by a hydraulic drive device having an LS system and a pressure compensating valve and improving operability. SOLUTION: The hydraulic drive device includes a valve section 107 of a whirling motor 2 having two sub-sections 107a, 107b which have direction selector valves 7a, 7b and pressure compensating valves 12a, 12b. Delivery oil from a hydraulic pump 1 is joined out of the rotating valve section 107 through the pressure compensating valves 12a, 12b and the direction selector valves 7a, 7b, and supplied to the whirling motor 2. The pressure compensating valves 12a, 12b each has load depending characteristics for reducing a target compensating differential pressure when a load pressure of the whirling motor 2 is raised. The load depending characteristics of the pressure compensating valve 12a is set to be stronger so as to become characteristics simulated to a horsepower control of the hydraulic pump, and the load depending characteristics of the pressure compensating valve 12b is set to be smaller than that of the pressure compensating valve 12a.
