PROBLEM TO BE SOLVED: To provide a technique for improving the percutaneous absorbability of an ionic medicament which cannot be in the form of a preparation of external use although desired to be into the form of the preparation for external use or an ionic medicament which cannot sufficiently exhibit its efficacy despite being in the form of a preparation of external use, because, in general, ionic medicaments are relatively low in percutaneous absorbability in percutaneous absorption-type preparations for external use. SOLUTION: The technique is as follows: An ionic liquid is formed from an ionic medicament and a substance as its counterion and used as a preparation for external use, thus succeeding in improving the percutaneous absorbability of the ionic medicament with low percutaneous absorbability.
