To provide an apparatus and a method for simultaneous treating garbage and domestic sewage, which are able to improve treating efficiency through a biological treatment, suppress eutrophication of river and dam through an advanced treatment of phosphorous and nitrogen, and reuse sludge generated from a disposal plant as a good-quality compost. Large amount of pumice stone or diatomite fine powder is injected into a reactor (20) to increase a number of microorganism in the reactor, thereby converting a floating-growth system of microorganism into a adhesion-growth system. A plurality of raceway troughs (50) for distributing raw water is installed at a lower part of the reactor at regular intervals, and a trough cover (40) is mounted thereon to allow the raw water to be evenly contacted with the sludge in the reactor.
