PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner which ensures small variation of a charge amount of the toner due to environmental variation, suppresses variation of density of formed images and fogging of formed images, and obtains images having excellent image properties, and to provide a method for manufacturing the same. SOLUTION: In the electrostatic charge image developing toner, a coating layer comprising resin particles prepared by emulsion polymerization using a surfactant or by emulsion dispersion using a surfactant is formed on each surface of colored resin particles prepared by the emulsion dispersion or on each surface of aggregate particles obtained by aggregating the colored resin particles.
