PROBLEM TO BE SOLVED: To provide a video image output apparatus capable of attaining a mute function in a steady state, and preventing a luminance noise generated when power source is turned on/off and when a plug is pulled from an outlet. SOLUTION: A mute circuit (A) is disposed on an input side of a video image output buffer IC 32, and a mute circuit (B) is disposed on an output side of the buffer IC 32. On the basis of a mute control signal of the control unit 101, the mute circuit (A) performs muting on the basis of a mute control signal of a control unit 101 in steady state where normal power voltage is applied to the buffer IC 32, and the mute circuit (B) performs muting in a transient response state where normal power voltage is not applied to the buffer IC 32. In this way, the mute function can be attained in the steady state, and the luminance noise generated in transient response state where, when power source is turned on/off and when a plug is pulled from an outlet, can be prevented.
