PROBLEM TO BE SOLVED: To prevent illegal acquisition by a third party by avoiding transmission of data when a security level is low by acquiring the security level of each equipment constructing a network in advance and judging whether to transmit the data based on the acquired information in the case of transmitting data requiring secrecy. SOLUTION: In a communication terminal 1 for transmitting the data, based on set information of communication equipment constructing the network acquired by a set information acquisition means 202 and transmission rules in a transmission rule storage means 204, a transmission judging means 203 judges whether it is available to transmit the data, and a contents control means transmits the data in the case of judging it as available.
