PROBLEM TO BE SOLVED: To provide a high mol. wt. anionic antistatic coating composition which exhibits an antistatic property even under a low humidity condition, does not contain a halogen compound producing dioxins, when burned, and acts, even when an antistatic coating layer is placed between laminated plastic film layers, and to provide various plastic materials each having a laminated plastic film using the composition. SOLUTION: This antistatic coating composition is characterized by neutralizing a carboxy group-having polymer with one or more quaternary ammonium hydroxide compounds selected from tetramethyl ammonium hydroxide, tetraethyl ammonium hydroxide and choline (2-hydroxyethyltrimethylammonium hydroxide) and then adding a cross-linking agent capable of reacting with the carboxy group to the neutralized product.
