PROBLEM TO BE SOLVED: To provide an inexpensive device for preventing an illegal use of a content by copying in a system where the content is distributed, and to provide the system. SOLUTION: In the distribution system for distributing an enciphered content and enciphering a decoding key of the content by using a public key peculiar to a terminal of a user so as to send the content for preventing the copying of the content, a reproduction terminal of the user creates a secret key from information peculiar to the terminal, and derives the public key based on the key. The public key is signed by the secret key that a distributor previously creates so as to transmit it to a distributor side. The distributor verifies a signature when processing is concealed in the device until information peculiar to the terminal is taken out and it is signed and outputted.
