PROBLEM TO BE SOLVED: To provide a light emitting element substrate superior in light extraction efficiency, and provide a light emitting element using it. SOLUTION: A first layer 30 of which a refractive index is higher than that of a transparent substrate 10, and a second layer 40 of which the refractive index is lower than that of the first layer 30 are laminated on the light transparent substrate 10. Furthermore, an electrode layer 60 of which the refractive index is lower than that of the second layer 40 is formed on this. By having such a layer structure, a wave surface of a spherical wave shape ejected in all directions from a point light source in a light emitting layer of the light emitting element can be converted into the wave surface of a plane wave shape within a substrate, and to be emitted out of the substrate efficiently.
