PROBLEM TO BE SOLVED: To enable the construction of an equipment network by equipments different in equipment control protocol. SOLUTION: In an equipment controlling device which controls a plurality of equipments via a plurality of equipment control protocols corresponding to the plurality of the equipments, a virtual protocol providing part 202 provides a virtual protocol in which functions required for equipment control are generalized. A virtual protocol executing part 203 interprets an equipment control request sent from an equipment control application 201 via this virtual protocol, and a virtual protocol converting part 204 converts details of processing of this equipment control request interpreted to details of processing of a corresponding equipment control protocol among the plurality of the equipment control protocols.
