When stream data recording or reproduction processing is performed by a user request during formatting processing in the background, a CPU (1) controls the processing as follows. That is, if the time after the end of the recording or reproduction processing reaches a predetermined time and if the distance between the position at which the user-requested stream data recording or reproduction processing is ended and the position at which the format processing in the background is started exceeds a predetermined distance, the CPU (1) holds the format processing in the background and controls the processing so that the position at which the user-requested stream data recording or reproduction processing is ended is not too much apart from the position at which the format processing in the background is started.
