PROBLEM TO BE SOLVED: To provide a developing cartridge which can prolong the service life of an air filter without enlarging the size of the device and an image forming apparatus. SOLUTION: The developing device 14 is the developing cartridge which has a developing roller 20 carrying a developer on its surface, is mounted on the image forming apparatus 1, and develops an electrostatic latent image of a photoreceptor 11. The developing cartridge has an upper chamber 25a disposed along the surface of the developing roller 20, a lower chamber 27 communicating with the upper chamber 25a, and the air filter 26a arranged in parallel with the axial direction of the developing roller 20 between the upper chamber 25 and the lower chamber 27.
