PROBLEM TO BE SOLVED: To stop the feeding of paper when the paper cannot be inserted into a groove part between vanes. SOLUTION: This paper treating device comprises a take-out part 1 for taking out the paper P, a carrying part 2 for carrying the paper P taken out by the take-out part 1, a stacking part 5 discharging the paper P carried by the carrying part 2 through a clearance between the vanes and stacking after being inserted in the clearance between the vanes 32, a determination means 47 determining whether the paper can be inserted or not into the clearance between the vanes of an impeller 32 at the stacking part 5, and a control part 31 stopping the carrying of the paper P by the carrying part 2 based on the determination by the determination means 47 that the paper P cannot be inserted.
