PROBLEM TO BE SOLVED: To provide a pilot broadcast channel processing apparatus and its signal processing method for generating a pilot broadcast channel signal including super-frame counting data as order information of super-frames in a satellite digital broadcast transmitter. SOLUTION: A pilot broadcast channel processing apparatus 200 includes: a frame generation section 210 for generating a frame by temporally dividing synchronizing data (PS, D1, D2) for frame synchronism acquisition, control data (D3-D50) for broadcast channel control and super-frame counting data (D51) as super-frame order information; a code application section 250 for applying to the frame a coherent code of a receiver to which the frame is transferred; and a modulation section 270 for modulating the frame applied with the coherent code with a predetermined modulation scheme.
