PROBLEM TO BE SOLVED: To enable terminal device groups connected to a network to inform of their own terminal states in m:n ((a plurality of terminal devices):(a plurality of terminal devices)) without signal collisions. SOLUTION: A synchronizing signal is repetitively sent to a network 3. Time sections (time slots) are assigned in a period following each synchronizing signal per address of terminal devices belonging to a terminal device group 1. When the synchronizing signal is sent to each terminal device belonging to the terminal device group 1, the terminal device informs a terminal device group 2 of its own terminal state within the time slot assigned to its own address after the synchronizing signal. Each terminal device belonging to the terminal device group 1 informs of the terminal state in such a form of broadcast communication or multicast communication that the terminal state can be received by all terminal devices belonging to the terminal device group 2.
