PROBLEM TO BE SOLVED: To monitor an occurring abnormal state by coordinating and displaying reporting data and image information while giving priority to the reception of the reporting data. SOLUTION: A reporting transmitter 11 monitors the occurrence of abnormality, sends the reporting data including information about the image information relative to the occurring abnormality to a reporting receiver 21, and instructs transmission of the image information related to the occurring abnormality to an image information transmitter 12. The image information transmitter 12 sends the imaging information of a monitor camera to an image information server device 25 according to the instruction of this transmission. When the reporting receiver 21 receives the reporting data and detects existence of related image information, the reporting receiver 21 gives information to the effect to a user. When receiving input of instructing a request for obtaining image information from a user, the reporting receiver 21 sends the request for obtaining the image information related to the occurring abnormality to the image information server device 25, and displays obtained image information related to the reporting data.
