PROBLEM TO BE SOLVED: To provide a write enable optical disk constituted in such a manner that an appropriate startup process can be executed based on ATIP information at the startup of a program, an optical disk writing device, a program for deciding media, an information recording medium, a program reading method, and an information processing system. SOLUTION: At the time of starting up software, an attempt is made to read out the disk intrinsic information of ATIP of the disk. In case of a failure in reading out the disk intrinsic information, a user is urged for making data input and the startup process is continued only when the disk intrinsic information image stated in addition to the data recording region on the write enable optical disk is inputted by the user and at least a part of the codes thereof are detected.
