PROBLEM TO BE SOLVED: To provide a composite elastic member which can form gathers (an elastic part with many folds) with a soft texture and a beautiful appearance, and a manufacturing method for the composite elastic member. SOLUTION: The composite elastic member 1 has the elastic part 10 which is composed of two sheet materials 2 and 3, and a plurality of elastic members 4 arranged between both the sheet materials. In the member 1, the two sheet materials 2 and 3 are intermittently joined to each other in each of the direction (X-direction) of the expansion/contraction of the elastic part 10 and the direction (Y-direction) orthogonal to the above direction; the elastic members 4 are arranged in the elastic part 10 so as not to pass through a joint 5 between both the sheet materials; both ends of the elastic member 4 are fixed to both the sheet materials; and both the sheet materials 2 and 3 respectively form the folds 6 which are continuously elongated over the elastic members 4.
