<P>PROBLEM TO BE SOLVED: To provide a developing unit which smoothly returns an excessive developer and stably circulates a developer, and to provide an image forming apparatus. <P>SOLUTION: The developing unit is equipped with an agitating roller 7 which has an agitating blade 7a to agitate a developer, a developing roller 3 which carries the developer to an electrostatic latent image, a restriction member 4 which restricts the amount of the developer carried to the electrostatic latent image, and a return plate 6 which returns an excessive developer restricted by the restriction member 4 to the agitating roller 7; and one end part of the return plate 6 is arranged nearby the outer periphery of the agitating roller 7 and part of the developer agitated by the agitating roller 7 scatters toward the return plate 6.
