PROBLEM TO BE SOLVED: To provide an electromagnetic-wave absorber having a transparency, an excellent electromagnetic-wave absorbing characteristic, an abundant weather resistance, and a durability. SOLUTION: The electromagnetic-wave absorber has a first transparent resin layer 1, a resistance film layer 2, a second transparent resin film layer 3, and a conductive film layer 4 in this order from a front-surface side A of an electromagnetic-wave incident surface side. Further, the absorber has a third transparent resin layer 5 having a different thickness T<SB>3</SB>from a thickness T<SB>1</SB>of the first transparent resin layer 1 on the rear-surface side of the conductive film layer 4. Also, a front surface 1a of the first transparent resin layer 1 and a rear surface 5b of the third transparent resin layer 5 are subjected respectively to weather-resistant treatments.
